激光光束(shu)機自(zi)動測(ce)量船高(gao)、人(ren)數識別與清點系(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(tong)(tong)??這些(xie)聽起來“高(gao)大(da)上(shang)”的(de)(de)技術只是中(zhong)山海事(shi)(shi)(shi)局“智(zhi)(zhi)慧海事(shi)(shi)(shi)”建設(she)(she)(she)(she)成果的(de)(de)一(yi)部分。昨(zuo)日,廣(guang)東海事(shi)(shi)(shi)系(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(tong)(tong)智(zhi)(zhi)慧海事(shi)(shi)(shi)建設(she)(she)(she)(she)現場會(hui)在中(zhong)山召開,中(zhong)山海事(shi)(shi)(shi)局“智(zhi)(zhi)慧海事(shi)(shi)(shi)”建設(she)(she)(she)(she)已呈(cheng)現出“三大(da)亮點”,分別涵蓋粵(yue)澳游艇(ting)自(zi)由行、渡(du)運安(an)全管(guan)(guan)理以及橋區水(shui)域安(an)全管(guan)(guan)理。中(zhong)山智(zhi)(zhi)慧海事(shi)(shi)(shi)一(yi)期項目(mu)建設(she)(she)(she)(she)的(de)(de)主(zhu)要內容(rong)為“一(yi)平臺(tai)、八系(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(tong)(tong)”,即在中(zhong)山智(zhi)(zhi)慧海事(shi)(shi)(shi)現代治理監(jian)管(guan)(guan)平臺(tai)的(de)(de)大(da)框架下,建設(she)(she)(she)(she)GIS 地理信(xin)息系(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(tong)(tong)、智(zhi)(zhi)能(neng)巡(xun)航系(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(tong)(tong)、現場監(jian)管(guan)(guan)系(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(tong)(tong)、橋梁防(fang)碰(peng)撞(zhuang)系(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(tong)(tong)、貨物預監(jian)管(guan)(guan)系(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(tong)(tong)、視頻無線回傳及航道(dao)WLAN系(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(tong)(tong)、應急決策(ce)系(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(tong)(tong)、“船暢中(zhong)山”APP 執法終端及微信(xin)系(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(tong)(tong)。會(hui)上(shang)演示了該(gai)平臺(tai)游艇(ting)自(zi)由行中(zhong)山航段電子全景航道(dao)等(deng)主(zhu)要功能(neng)。

應用范圍:從西部沿海高(gao)速橋至盛(sheng)世游艇會的神(shen)灣(wan)航(hang)道
亮點介紹:平臺值班人員可運用系統調取游(you)(you)艇(ting)(ting)資料,查看游(you)(you)艇(ting)(ting)實時(shi)航行(xing)(xing)畫(hua)面,設置自(zi)動跟(gen)蹤(zong)反饋(kui),游(you)(you)艇(ting)(ting)一(yi)旦進入中山水域報告(gao)線內(nei),將自(zi)動轉至(zhi)“智慧(hui)海事(shi)平臺”進行(xing)(xing)處理,并可在游(you)(you)艇(ting)(ting)進口岸的第一(yi)時(shi)間內(nei)與(yu)游(you)(you)艇(ting)(ting)取得(de)聯(lian)系。18 公里(li)全(quan)景(jing)覆(fu)蓋,宇視已經完成一(yi)期6 公里(li),全(quan)景(jing)拼接顯示(shi);超遠距離云臺一(yi)體機,對(dui)河道(dao)方圓2 公里(li)內(nei)的地區進行(xing)(xing)監控,以及卡口在橋(qiao)上看過(guo)往船只(zhi)。
現場演示:該平臺可實(shi)現(xian)(xian)從游艇(ting)進(jin)入(ru)( 駛(shi)離) 中(zhong)山口岸水(shui)(shui)域到(dao)靠泊( 離泊) 游艇(ting)會碼頭的(de)全(quan)程、連續(xu)實(shi)時(shi)監控,在現(xian)(xian)場的(de)演示(shi)中(zhong),通過(guo)攝像機實(shi)時(shi)傳回的(de)畫面能(neng)了解到(dao)神(shen)灣航(hang)道(dao)(dao)的(de)情況,神(shen)灣電子航(hang)道(dao)(dao)布設的(de)29 個攝像頭均(jun)處于同(tong)一(yi)水(shui)(shui)平位置,可實(shi)現(xian)(xian)視(shi)頻無縫(feng)拼接(jie),現(xian)(xian)場演示(shi)的(de)視(shi)頻無縫(feng)拼接(jie)技術,類似于手機的(de)全(quan)景(jing)拍(pai)攝功(gong)能(neng),將多幅視(shi)頻顯示(shi)在同(tong)一(yi)屏幕上(shang),便于整條航(hang)道(dao)(dao)的(de)實(shi)時(shi)監控。
智能渡口
應用范圍:小欖鎮沙口渡口
亮點介紹:通過引進云計算等手段,實(shi)現“預(yu)防超載、遠程(cheng)控制、人(ren)像拍攝、人(ren)數清點、信(xin)息(xi)預(yu)警、數據分析”六大功(gong)能。
現場演示:船內布(bu)設5 個攝(she)像頭,監控區(qu)域覆蓋客艙(cang)(cang)及駕駛(shi)(shi)艙(cang)(cang),多幅畫面可(ke)全方位(wei)了(le)解(jie)到小欖鎮沙口渡(du)(du)口的(de)情(qing)況,包括上落點、客艙(cang)(cang)、駕駛(shi)(shi)艙(cang)(cang)等(deng),甚(shen)至可(ke)以通過畫面了(le)解(jie)到駕駛(shi)(shi)員信息,從而能有(you)效規避不良駕駛(shi)(shi)行(xing)為。目(mu)前中山共有(you)18 道(dao)渡(du)(du)口,年均(jun)渡(du)(du)運(yun)量(liang)近(jin)千萬人(ren)次(ci),其中沙口渡(du)(du)口年運(yun)送乘客達160 萬人(ren),今年在該(gai)渡(du)(du)口繼續建設“智能渡(du)(du)口”,研究開發“人(ren)數識別與(yu)清點系統(tong)”,啟動渡(du)(du)船船載視頻監控系統(tong)及渡(du)(du)口警示牌(pai)系統(tong)建設項(xiang)目(mu),進一(yi)步(bu)豐富“智能渡(du)(du)口”的(de)功能。
橋衛士
應用范圍:板芙大(da)橋(qiao)水(shui)域范圍250 米以(yi)內
亮點介紹:“橋衛士”一(yi)旦測出船(chuan)(chuan)舶水面(mian)以上高度超(chao)過橋梁(liang)通航(hang)凈高,會(hui)第一(yi)時間通過LED 超(chao)高提示、橋墩(dun)燈光報警、“智慧海事平臺(tai)”系統報警等(deng)方式(shi)對船(chuan)(chuan)舶駕(jia)駛員(yuan)、平臺(tai)值(zhi)班員(yuan)進(jin)行安全預警提醒,降低船(chuan)(chuan)舶碰撞橋梁(liang)風險(xian)。
現場演示:該(gai)(gai)系(xi)統由4 臺(tai)攝像機、4 臺(tai)激(ji)光光束機、LED 顯示屏與警燈等(deng)設備組成,安(an)裝在(zai)橋(qiao)孔通(tong)航凈(jing)高(gao)最高(gao)處。演示畫面(mian)中一艘(sou)船(chuan)剛進(jin)入板芙(fu)大橋(qiao)水域范圍250 米以內,系(xi)統自動利(li)用激(ji)光進(jin)行(xing)船(chuan)舶(bo)測(ce)高(gao),測(ce)出該(gai)(gai)船(chuan)舶(bo)水面(mian)以上(shang)高(gao)度超過(guo)橋(qiao)梁通(tong)航凈(jing)高(gao),并在(zai)第(di)一時間(jian)(jian)對船(chuan)舶(bo)駕(jia)駛員、平(ping)臺(tai)值(zhi)班員進(jin)行(xing)安(an)全預警提(ti)醒,船(chuan)務人員在(zai)第(di)一時間(jian)(jian)作出反(fan)應,拆卸掉該(gai)(gai)船(chuan)只的突出部(bu)位,并順(shun)利(li)通(tong)過(guo)該(gai)(gai)水域。

19條常設報告線
應用范圍:中山水域邊界處
亮點介紹:目(mu)前中(zhong)山(shan)水域(yu)有19 條常設(she)“報(bao)告線(xian)”,多設(she)置在水域(yu)邊界處,當有船只經(jing)過該(gai)“報(bao)告線(xian)”進入(ru)或(huo)駛出中(zhong)山(shan)水域(yu)時會(hui)反(fan)饋在該(gai)平臺上,并可實時查(cha)詢船舶信息(xi)。
現場演示:在(zai)現(xian)場演示中,一只船經過其中一條報告線(xian),該(gai)(gai)平(ping)臺自(zi)(zi)動彈出船只信息(xi)(xi),演示人通過點擊(ji)信息(xi)(xi)子菜單,該(gai)(gai)船只的(de)各(ge)類(lei)信息(xi)(xi)會出現(xian)在(zai)子菜單下,包括船位自(zi)(zi)動識別、船舶信息(xi)(xi)、船公司信息(xi)(xi)等。除此之外,還有自(zi)(zi)定義報告線(xian)功能,直接用鼠(shu)標在(zai)顯示屏上圈出某一片水(shui)域(yu)(yu),該(gai)(gai)水(shui)域(yu)(yu)內(nei)的(de)船只信息(xi)(xi)將(jiang)自(zi)(zi)動反饋在(zai)該(gai)(gai)平(ping)臺上,并自(zi)(zi)動提取出離船只最近的(de)監控畫面(mian)。
